Great ideas.
Hank Rodgers. Instead of rent-a-cop, I think I'd call him Mall Cop! Also, balance wise, the segway-flashlight-medkit is pretty awsome. I was thinking segway and flashlight would be good. Is the segway an item he can lose? |

It's not an item. Same thing like Track Star. Flashlight never really comes into play other than the second ability, it's just a free med kit in my opinion.

You said there was actual terrain. Perhaps he could have a movement penalty when moving up stairs or difficult terrain?
