In the rule book it says that you can shoot OUT of a forest and you can shoot INTO a forest. It says, however, that you cannot shoot THROUGH a forest.

The rulebook also says the cliff and its red line does not hinder your line of sight.

My question is this: If you are inside a forest and a zombie is inside a forest opposite of you with only land between you (not a forest between you) can you shoot OUT of the forest you are in and INTO the forest the zombie is in?

I would say Yes. You're on the edge of the wood, as is the zombie and the terrain in between is a clear LOS.

I would agree. You are meeting the conditions of both of the rulebook examples. The limitation you question does not exist.
