Is Timber Peak a stand alone ONLY?
I just can't seem to find a conclusive answer.

Can you add Timber Peak to the main LNoE (along with the new cards) as an expansion?

Short answer: Yes

It can be used as an expansion since all game pieces fit and as a stand alone game since it contains everything you'll need to start playing - even if you don't own a copy of the original LNoE.

I think your over stressing a little...

The game is a EXPANSION... All of the TP cards can be melded into all of the previous decks seamlessly. you get new weapons , some new events (that replicate some base LNOE events). The new experience system integrates seamless as well, and incorporates the advanced abilities cards into it...

The game is STAND ALONE as well, FFP wanted another entry point int the LNOE system. TP allows this. SO instead of someone wanting to to start LNOE having to get base LNOE they can get TP and start playing from there using GH if they so desired. They don't ever have to get LNOE base to play.

As a bonus though, you get two new zombie colors... 4 new missions.. and all kinds of new FFP goodness to drool over...

As the others mentioned, Timber Peak is a Stand Alone Expansion to Last Night On Earth. This means you can use it as either a stand alone game or an expansion. It was intentionally built so you could use all of your Timber Peak stuff with LNOE and vice versa.

Pretty clever on Flying Frog's part. There are fans like us who are obsessed with this game and will collect everything. Then, there are more casual fans who may like the idea of the game but not want to spend tons of money to get a bunch of expansions to build upon their game. Now, those folks can start with Timber Peak instead if they want, and get all of the new stuff like the fires and upgrade system. Granted, they still wouldn't get some of the cooler stuff that you only get with expansions like the Zombies with Grave Weapons, but a casual fan probably wouldn't care.

'Timber Peak was tested a lot, both as a stand alone experience (nothing added) as well as with everything mixed in from some, most, and all of the previous LNOE material (over many, many...many games). It works great both ways and really just comes down to what kind of experience you want. If you mix it all together, it will add even more variety to your LNOE set and put a new spin on all of the previous Scenarios and material. Keeping it on its own gives a very fast and brutal game (for both Heroes and Zombies) and has a really strong theme with the new Town, Scenarios, Heroes, and Experience system.

That being said, a lot of people at the Frog believe that Timber Peak really sings as a stand alone game, being very streamlined and fun in its purest form (keeping it separate from the original LNOE and its Expansions).

Either way, the Experience system is a very modular aspect to Timber Peak and can easily be used with the original LNOE without integrating all of Timber Peak as well (if you keep the decks and boards separate and just use the Hero/Zombie Upgrade Decks and Experience Tokens for either the original LNOE and/or Timber Peak).

I don't personally own Timber Peak yet, but my group has played it a few times because the other guy as obsessed with the game as me owns it.

From playing it, I can tell you Mr. Hill is not kidding. You can tell that the experience system for the upgrades could easily be integrated into the original game. Not to mention, all of the expansions for the original Last Night On Earth could easily be used in Timber Peak.

It is definitely awesome no matter how you use it.
