No downloads?
So I have repeatedly tried to access the my downloads link, and every time i go there, it is empty. Am i doing something wrong?

You have to post at least 10 times. Reload and/or empty your cache. You should have access to the downloads page now.

is there a time frame for posts? in other words, if you posted over a year ago, does it still count towards your post total?

Yes, they do. It's purely additive. If you look at the top right of any individual post, it tells you the number of posts by that user.
