Thanks OD.
1) Paint all the face in a skin tone as normal including the eyes, including shading.
2) I paint a tiny white line across the eye using a fine detail brush.
3) I then put a small dot of black using either the tip of my fine detail brush or sometimes I use the end of a pin.

Tips
I always brace both arms against my paint desk to keep my hands steady.
I get the subject/figure close up to my eyes and sometimes use a desk mounted magnifying lens/lamp. Although using the lens is actually more difficult than you might think as it screws up your depth perception.
I don't always get it right 1st time.
