"Pick up" question

Can a player theoretically stay in a building until an item is discarded in the Hero Pile to "pick-up" the item designated?
For example: To stay in the Drug Store to "Pick Up Any First Aid Card", or Police Station to "Pick Up: Pump Shotgun".

Secondly: In the Super market you may Pick Up: "Discard the top 3 hero cards to draw 2 hero cards." The wording states draw 2 hero cards, but can you keep them both if you have room/ follow weapon rules?
