Is T. J. Thoroughbred effected by Heavy Rain ?
Im not sure, so I said. TJ is not. Heavy Rain Play Immediately All Heroes who start their move outside of a building must subtract 1 from their Movement Dice roll (to a minimum of 1). Remains in Play T.J., Thoroughbred At any time, you may discard this card to immediately move the Hero up to D6 spaces (or 6 spaces if Jenny).  " Feed me your Flesh "

Heavy Rain doesn't affect TJ. It's not a Movement Dice roll.
