The Command Console and its Champions

After reading (and rereading) the rules for Command Console actions, I am a bit stymied on the Tech and Champions.

Let's say that the Martian Player wishes to begin devoting command points towards calling the Zard Beast on their very first turn. During their Command Phase, must the MP first place a point onto the console button (thereby indicating their intentions) - or do they dump that point directly onto the Zard token?

If so, is it possible to dump your two points directly onto that token?

I feel rather dense here, as I suspect I am over-thinking this situation and that the answer is staring me in the face.
