The dots system was introduced in Growing Hunger as a way to balance optional rules against one another to mix/match them. HP1 is Hero Pack 1.

To be honest, dots don't really come into play. Most made scenarios label what each side gets balanced. The dot system just helps if someone is incredibly good one side and you don't want to tip the scales too much in the other's favor.
