In the Revenge of the Dead scenario (available only through FFG's web store), it repeats a few times that the scenario win condition, killing lots of heroes, is the ONLY way the zombies win. This scenario is short: only 13 turns.
Who wins on a "time's up"? Isn't the default for scenarios that the zombie player(s) win when the sun track ends? There's nothing mentioning specifically in this scenario that the heroes win if they survive the 13 turns, though that might make sense.
