I agree. "Just what I needed" is an event and as such can be played on any one Hero. However, it's your friend who gets to choose what he or she needs from the Discard Pile. You don't get to choose say the chainsaw from the Discard Pile and then hand that item over to Sam on the far side of the board. If you play the event on Sam then he gets to choose the Staple Remover or whatever he deems appropriate.
