Lights Out - If a building has the Lights Out, can a hero shoot a ranged weapon into the building from outside if they are in correct position(directly outside the wall and in los)?

Taken Over - We were playing a Die, Zombies Die game and the zombies decided to take refuge in a taken over building in a space where the Hero's could not draw them out. It seemed as if the only way to kill the zombies was to shoot a ranged weapon. However, not every Hero had/could fire a ranged weapon...Is there any rule that keeps zombies from hording up in Taken Over buildings or forcing them to constantly move towards the Hero's, so as not to have a boring game of cat and mouse where the zombies are actually running from the heroes?

I think the image of your game's Zombies huddling and hiding in a Taken Over building, out of reach of the Hunger,... is hilarious!
But I believe it's perfectly legal.

Except there are parts of the hospital (and I believe the high school?) that the shotgun or pistol can't reach from outside.

The heroes could stake out local spawning pits waiting for zombie reinforcements to arrive?
Another option is to have one or two heroes in buildings, searching, searching and searching. This has the ability to not only get the heroes some good items, it will give the heroes as a whole a greater chance of getting the good event cards, including the cancel zombie card/remains in play cards with which to cancel the Taken Over.
