Jake steals an artifact from Sharon, uses his special to fly to Paris for 2 glory where he sell it and one he found giving him 13 fortune. He also had a "secret Delivery" for 3 addition Fortune. The next turn he spends 2 Glory to fly home to San Francisco.

Meanwhile, Alexander sell an artifact in New York giving him 19 Fortune. He sees Jakes plan and quickly spends 3 Fortune to fly to Rio De Janeiro knowing that he has 6 Glory and will win the game.

At the cities Jake "pick Up a Contact" while Alexander has "Bad Press" and losses 3 Glory. Now they are tied 16 Fortune and 3 Glory each. Who wins? Is it just a tie? Do we continue to play until someone wins?

It's not specified. In this contrived scenario, consider it a shared victory.

There is no provision for breaking a tie beyond counting Glory so that indeed leaves you with a tie. Well played by Alexander.

It was a nice play by Alexander but he did buy some unneeded allies/gear while in NY which is what actually cost him the game. Well, I guess he still won therefore that is what also gave Jake a victory as well. Either way, it was a fun race to watch.
