is a hero allowed to use the keys hero card AND search a building in the same turn?

Nothing about Keys indicates that it takes an action to do so. So: Certainly!

However the cards from Keys -- they're not searches, so you can't use the Flashlight with them. But, because of the wording, Jake's Resourceful ability does apply.
