You need to request access in the morgue. Access is usually granted after you hang around the board for some time. But you may also plead your case to the almighty Sarku.

Thanks for the help! Who would I request access from? Sorry, I'm new here (I'm sure that's painfully obvious by now). I just had some pretty cool ideas for villains for AToE and would like access to the templates. I'd be more than happy to share my creations when I get them all fleshed out.
