Gotta go with Charlemagne. Almost went with Dong Zhuo, but good old Charlie... yeah.
Still, my favorite mad ruler has to be John. He got into a pissing contest with Pope Innocent the III, and that's one of those games where everyone loses, yet we somehow got the Magna Carta as a byproduct.
