Play this card on Magistrate Kroft. While he is alive, Heroes may not use Militia and any Hero starting in or moving into a space with Militia, immediately take D6-3 Hits. Heroes with Magistrate's Mandate are unaffected. Place a Militia at 2 Random Locations.

Does "moving into" include moving through or just when you end your move on that location?

We've played it that it takes place when you move into the space. You take the hit then you can move on through , based on
the word 'Immediately".

Yes, it would include moving into as part of the process of moving through. It doesn't say stopping on or ending in.
