Couple of questions about this card:
1. It says "any location with no markers". Does that only mean Conquest Markers? Resistance Counters are always refered to as counters, not markers, in the rules. 2. If Capitol City is empty, does it get removed? |

1: I agreed with you.
2: I did not consider this when we had it come up. But, now that you mention it, I think you're right. All that said, we added our own house rule to Temporal Anomaly that it is removed from the game once used (and not shuffled back in). |

I do not have the card in front of me, but this causes all discard piles to be shuffled back in after the empty Location cards are discarded, right? If that is the case, I do not think that Capitol City (or its flip side) would be effected since they are a starting card and did not originate from the Location Deck.
