Zombie Pool size in Lost in the Woods

Just so I'm clear before I introduce new players to the BitF game:

The scenario notes say that the Zombie player starts with 3D6 Zombies and the Zombie Auto spawn rule is in play. So does the 3D6 role determin the size of the Zombie pool throughout the game?
