Have you tried a house rule where each player draws till they get 1 weapon, then re shuffle? We do that on some games, especially that one from Dan vereson games, can't remember name, but it is a zom card game, roll your own path to rescue by flipping cards, etc

That makes sense and would make it more playable. I don't like the game balance without at least one usable weapon per group if not person.

Actually I play to ponder the deep psycho-Socio- aspect of
existence based on the pseudo modality of abstracted mechanics
that can only be expressed via a Board Game. That & the
