The terrain isn't tiles. It's more actual terrain. I'm not as leet as you on picture editing ;p

Also, balance wise, the segway-flashlight-medkit is pretty awsome. I was thinking segway and flashlight would be good. Is the segway an item he can lose?
It's not an item. Same thing like Track Star. Flashlight never really comes into play other than the second ability, it's just a free med kit in my opinion.
You said there was actual terrain. Perhaps he could have a movement penalty when moving up stairs or difficult terrain?
